The honest framework is short. Buy the capabilities that make you the same as every competitor — accounting, payroll, email. Build the ones that make you different, the ones your customers actually notice.
The failure mode is bending your differentiator to fit a product's assumptions, then paying consultants to force it back. That cost never appears in the licence comparison.
A useful test: if the process were removed tomorrow, would customers notice? If yes, it deserves software shaped around it.
